Chief Executive Officer
Former RUPA President, Wallaby No. 770 Justin Harrison, was appointed Chief Executive Officer in August 2019.
Harrison, who served as RUPA President from 2004-2005, joined RUPA from the Classic Wallabies, where he has served as the organisation’s General Manager.
Harrison played 34 Tests for the Wallabies after debuting against the British & Irish Lions in Sydney (2001), as well as making 98 Super Rugby appearances for the Brumbies and NSW Waratahs, winning a Super Rugby title in 2001. He took his career abroad in 2005, representing Ulster (Nth Ireland) and Bath (England), and retired after a playing stint back in Canberra in 2010 which preceded his appointment as Brumbies Forwards Coach in 2011.
Justin continued to gain international Rugby experience when he moved to France, serving as Head Coach of Racing Club Narbonne Méditerranée for nearly six years. From a commercial perspective, he was employed with AFEX, a global payment solutions company headquartered in London, and he is also founding partner of sport and business consultancy group, HuBe.
Justin completed a Bachelor of Applied Science in Sports Administration at the University of Canberra in 2001.
General Manager, Player Services & Operations
Toby Duncan commenced employment at RUPA in 2012, and has been General Manager, Player Services & Operations, since March 2015.
Toby completed both a Bachelor of Commerce and Master of Commerce at Sydney University, graduating in 2006, and worked in stockbroking prior to joining RUPA.
Whilst there are numerous components to Toby's day to day roles and responsibilties, the key components of his position are; Compliance with Collective Bargaining Agreement (CBA), Agent Accreditation, Player Insurance, Superaunnuation & Taxation, and RUPA Internal Operations. He is currently studying a Masters in Business Law through the University of New South Wales (UNSW).
Communications & Commercial Manager
Pete Fairbairn relocated to Sydney and began his role as RUPA's Communications Manager in 2015.
Prior to joining RUPA, Pete was the Melbourne Rebels' Media Manager, while he has also headed up Communications for a corporate bookmaker and worked as a sports commentator on both ABC Grandstand & 1116 SEN. He is also one of only 28 Guinness World Records adjudicators in the world.
Pete has a Bachelor of Arts (Mass Communications) from the University of Canterbury (NZ), graduating in 2008.
Player Relations Manager
Patrick Phibbs joined RUPA as Player Relations Manager in 2015 after returning to Australia following the completion of his playing career.
Scrumhalf Phibbs played 69 Super Rugby games for the Brumbies and represented Australia in Rugby Sevens before moving to the UK where he played for Exeter, Leicester & London Irish. His recent professional experience makes Pat a great point of contact for RUPA's membership, while he is a pivotal part of the regular team visits RUPA conduct.
Away from Rugby, Pat has completed a Diploma of Business, a Bachelor of Education (Physical Education), and his Certificate III & IV in Fitness.
Player Development Manager (Brumbies)
Robin Duff is the Player Development Manager at the Brumbies, a position she has held since 2014.
Prior to joining RUPA worked for both the ACT Academy of Sport and the Australian Insititute of Sport, and Robin is also a consultant with both the Australian Cricketers' Association & Livewired.
Robin has completed a Bachelor of Science (Honours in Psychology) and a Graduate Certificate in Athlete Career & Education Management, while in recent years she has also completed Certificate IV in both Telephone Counselling Skills and Training & Assessment, as well as a Graduate Diploma in Community Counselling.
Player Development Manager (Rebels)
Kim Gray is the Player Development Manager at the Melbourne Rebels, a position she has held since 2017.
Prior to joining RUPA, Kim worked for the Waratahs, Cricket Victoria, Glasgow Warriors and Esportif International, and she established Gray & Scanlan, Athlete Relocation and Welfare Services in 2013.
Kim has completed a Bachelor of Arts (Sports Management) at Victoria University as well as her Mental Health First Aid accreditation.
Player Development Manager (Australian Rugby Sevens)
Anika Lalic is the Player Development Manager at the Australian Rugby Sevens, a position she has held since April 2019.
Prior to joining RUPA, Anika was the Female Players PDM at Cricket NSW, while she also has over a decade's experience working within Sydney University Sport & Fitness' Elite Athlete Program, including seven years as the Program Coordinator.
She holds a B. Health Science (Hearing & Speech) & B. Education (Secondary: Human Movement & Health Education), both from The University of Sydney, and volunteers with the National Aboriginal Sporting Chance Academy.
Player Development Manager (NSW Waratahs)
Michael Magee is the Player Development Manager at the NSW Waratahs, a position he has held since April 2019.
Prior to joining RUPA, Michael was Athlete Wellbeing and Engagement/Personal Excellence Provider at the NSW Institute of Sport, while he has also worked as a Counsellor at St. Vincent's Hospital, Sydney.
Michael, who has a Master of Psychology (Clinical) and is a Registered Psychologist has also represented Australia in Taekwondo at the World University Championships (2010 & 2012) and has coached Australia in the same sport at the 2018 Oceania Championships.
Player Development Manager (Reds)
Matthew Smith is the Player Development Manager at the Queensland Reds, a position he has held since 2012.
Prior to joining RUPA, Matthew's previous role was as an Athlete Career and Education Consultant with the NSW Institute of Sport. He has completed a Bachelor of Education (PDHPE) at The Australian College of Physical Education and a Graduate Certificate in Career Counseling for Elite Athletes through Victoria University.
Hailing from Tamworth, Matthew was part of the Australian Men’s Hockey team between 1994-2002, claiming two Commonwealth Games medals and an Olympic Bronze medal among his 166 matches for the national side.
